What is an HS code?
The Harmonized System is a global product-classification standard maintained by the World Customs Organization. The first 6 digits are identical worldwide; countries add further digits for national tariffs. The UAE (via the GCC Common Customs Law) typically uses an 8-digit code.
Why it matters in the UAE
- Duty — most goods attract the 5% GCC Common External Tariff, but many food, pharma and essential items are duty-exempt, and some (tobacco, alcohol) are far higher. The HS code decides which applies.
- Compliance — permits, standards and restrictions (e.g. ESMA, MOHAP, telecom) are triggered by HS code.
- Clearance speed — a correct code clears faster; a wrong one gets flagged.
How to find the right HS code
- Describe the product precisely — material, function, form and use.
- Search the UAE customs tariff (Dubai Trade / Federal Customs Authority) or the WCO database for the matching 6-digit heading.
- Refine to the national 8-digit subheading.
- When in doubt, request a binding tariff ruling or ask an experienced customs broker — misclassification is the shipper's liability.
Common mistakes
Using a supplier's foreign HS code verbatim (national digits differ), classifying by brand rather than function, and guessing on mixed or composite goods. A few minutes of accurate classification saves days at the port.
